How EU Mutual Recognition Works

On April 10, 2026, the Netherlands is expected to grant Tesla full UN-R-171 type approval for FSD Supervised. UN-R-171 is the international regulation covering automated lane-keeping systems. Once one EU member state grants this approval, other member states can recognise it without running their own full testing.

This does not mean instant approval everywhere. Each country's national authority still needs to formally accept the Dutch certification. But instead of months of independent testing, it becomes weeks of administrative processing. The Netherlands is the domino that starts the chain.

Germany is expected to be among the first countries to follow the Netherlands. Norway — Expected Q2 2026

  • Status: EEA member — eligible for EU mutual recognition

Norway is not an EU member but is part of the EEA (European Economic Area), which means it participates in the EU's single market for vehicles. Norway consistently leads Europe in EV adoption — Teslas are everywhere — and Statens vegvesen has historically been fast to adopt new vehicle standards. ASTRA will need to evaluate the Dutch type approval under its own framework. Switzerland's timeline may be slightly longer than EU member states, but the country has a strong track record of adopting EU vehicle standards efficiently.

United Kingdom — Expected H2 2026

  • Regulatory body: DVSA (Driver and Vehicle Standards Agency)
  • Status: Separate approval required — EU mutual recognition does not apply

The UK left the EU, so the Dutch UN-R-171 approval does not automatically apply. Tesla must seek separate DVSA approval.
